[Voyage-announce] voyage-0.1pre4 released

I am pleased to announce Voyage Linux 0.1pre4 is now available.  This 
preview release includes the NoCatSplash that enables Open Portal for 
public network.  Currently, it is disabled by default.  Please refer to 
README for more information.
