With the help of Pascal from PCEngines, I had solved the problem of
WRAP reboot issues. From what I know the problem is the WRAP's
lacking of keyboard controller, that linux requires it for rebooting
x86 hardware properly. At the moment, there are two resolutions to
resolve:

1. Enable the wd1100 watchdog driver and watchdog userland program
2. Having the kernel patched to reboot the machine through BIOS when
rebooting from keyboard controller failed.

wd1100 watchdog driver is already included starting from voyage
0.1pre3 release and in kernel-image-2.6.8-486-voyage_1.2.deb. The
kernel patch for WRAP reboot can be found in
http://www.voyage.hk/download/kernel_patch/2.6/wrap_reboot.2_6.patch
The patched kernel will be included in upcoming 0.1pre5 with the
bundled kernel-image-2.6.10-486-voyage_1.0.deb package.
