[Voyage-linux] how to load USB adapter without hotplug?

I have narrowed my  slow boot time to hotplug.  With hotplug disabled, 
my soekris board boots in a bout a minute.  With hotplug it boots in 2.5 
to 7 minutes.  I have a USB  card adapter.  Is there a way to get the 
board to recognize the card without hotplug?  I tried just loading the 
usb modules modprobe but that didn't work.  My project is solar powered 
and the board will only be powered on for short peroids of time, that is 
why I am trying to speed up the boot time.
