Have a look at
/etc/network/if-pre-up.d/wireless-tools

I use other mechanism, but it seems you have to export the
values you want to set in the environment like in
/etc/profile

I don't know if /etc/profile is sourced only for interactive shells
if so,you have to find the right file ...
At the moment my debian machine is down so ...
