[Voyage-linux] ifdown/ifup on ath0 causes WRAP to reboot - more

Aah!  So the wireless-<option> format is the same as pre-up? That would 
explain it.  IIRC the txpower has to be set /after/ the interface is up 
and also after any rate change.
