[Voyage-linux] IMQ - to kernel & iptables

Hi Cool,

Show me a clear instructions and I will do it for your favour. 

Like openswan support, Hermann worked with me closely to get openswan 
userland and module in voyage.

But I had tested wondershaper in voyage-0.2.  And it worked as expected.
