[Voyage-linux] txpower stuck on 31db

not exactly, but I have found other weird results such as:

- Ubiquity (Super range 802.11 a) SR5 : data sheet 26dB --> madwifi
shows : 16dB (as top txpower...)

and "wavemon" shows poor quality.  

any information ?
