[Voyage-linux] Make DNS all resolve to localhost

No, not exactlly with Nocat I can't get it to work without a valid DNS. So
since this box will not be hooked up to the interent I need to run a DNS
server on the box itself. All the DNS requests need to resolve to
localhost so that nocat can do its job.
