without a debian-machine... i have no idea

what i would do, if i had only redhat:
setup a chroot and install a minimal debian-etch (google for something
like : debian chroot with debootstrap on redhat
apt-get install dpkg-dev build-essential fakeroot
man dpkg-buildpackage
apt-get build-dep iptables
apt-get source iptables
configure that, and then:
dpkg-buildpackage -us -uc -rfakeroot

that should be mostly it (i didn't do that for a while, so i might be 
missing something :-)
