If they are .deb files you can use dpkg -i to install them

I have an ALIX3 board with Voyage Linux 0.4.1 installed on it.
*** I have no ability to connect it to the Internet ***
I want to install the quagga and quagga-docs packages which I have
loaded onto a USB stick.
What do I need to do to be able to install these packages from the USB
stick and not have apt-get try to look at the Internet.
