 I made a bit more progress on this issue.

 1. Per advice from PC Engines, the SIM holder on the top of the board is
the default one from power up. I can confirm that this is correct.

 2. From the Sierra Wireless 'AT' manual, I found that the commands to
read the SIM require a trailing '?' question mark. The manual shows with
and without question mark, but without it you get "ERROR", therefore:

    AT!ICCID?

 and this does get a good response from the device.

 My Sierra Wireless MC8790 (similar to MC8775) is still not working, but
at least the device can read the SIM card.
