[Voyage-linux] Setting txpower levels on Ubiquiti XR2 & XR5 radio cards

I've been doing some testing with Voyage 0.5.2 and the Ubiquiti cards on
Alix .3C2 boards.  Sometimes I can set the txpower as high as 18 dbm
(which is 28 dbm power output) and sometimes the driver will not let me
go higher than 14 dbm.  Also, "iwlist ath0 txpower" will sometimes
return even number settings and sometimes it will return odd number
settings.  Is this normal behavior for this version of madwifi?  Is
there a workaround for it?  I sometimes need to make on-the-fly power
level adjustments with "iwconfig ath0 txpower xx" but am unable to do
so.  Any help would be appreciated.
