I'm not sure how it's supposed to work, but here I've installed the
package resolvconf, and /etc/resolv.conf points to /etc/resolvconf/run/
resolv.conf, where /etc/resolvconf/run is a symlink to a directory in /
lib/init/rw (that's always writable).
