I just run with the defaults.  I do not even bother with the noatime and
nodatime options unless I am using flash based media, but then I am also
using ext2 on those as well.

I used a Chenbro mini-itx case.  I have the OS on a laptop drive, and
the 4 x 3.5" are my RAID array.  I also have a Drobo attached to this
machine.

OK, whatever works for you.  IMO most of the differences between Debian
and Ubuntu are perceptual ones, but that is only my opinion.

I am going to guess that it is just the newer kernel with newer and
probably better drivers.  I do not think that a newer scheduler has made
it to a Ubuntu release just yet.
