The two previous sites are related and I have nothing to do with them or
the Mozilla Foundation.

I would question the need for a full desktop environment.  It is usually
a good idea to only have exactly what you need installed and nothing
more.  Having said that, I know that KDE has been used in this capacity
in the past.  The 3.x series has a utility called kiosktool that is a
point and click setup.

The other option would be ratpoison, a very minimalist WM modelled after
GNU screen.

Make sure to tell your friend to lock down network access to only the
site in question.  If the computer is connected to the internet and they
have access to its keyboard, he no longer owns the machine, regardless
of the OS.

It is good that they are starting with this set of requirements, instead
of trying to slim down a full desktop environment.  It would also be a
good idea if the network was locked down with an external device.  You
can't trust the kiosk machine.
