Yes, maybe. But there is nothing like a complete/full installation
(ok, technically there could be) because installing 25000+ packages
would be some kind of overkill..

IMHO the point of such a custom distribution like Voyage is to pick
the most useful (resp. necessary) packages to get the work done but
keep the set as small as possible.

Sudo - although very useful - is not absolutely necessary to run a
system. Punky might answer the question why he removed it from the
distribution.

You also can rebuild Voyage using SDK or Debian Live[1] and put
whatever package you like..
