[Voyage-linux] watchdog with CPU load monitor

[Teco Boot]

I tested watchdog daemon with CPU load parameters.
It seems watchdog doesn't get the CPU load.
Message in syslog tells load is 0, even when tested at 100%.
I run Voyage 0.6.5 on Alix6.
