Hi Noel,
voyage-sync is also executed in /etc/rcS.d
Why should mtab be 'populated before the first shutdown/reboot'?
/etc/mtab is actually only a symlink to /proc/mounts an therefore lists the kernel mount table.
On a reboot before voyage-sync is executed /var/log and /var/tmp is on the boot filesystem, in my case a CF-card.

I agree but voyage-sync is only called in /etc/rc6.d and /etc/rc0.d
(S36voyage-sync)
