If the problem occur under graphical environment, you need to set your
X server.
For Xorg server (last version), you need to add, for exemple a
'keybord.conf' file under /usr/share/X11/xorg.conf.d/
Add to this file this section:
Section "InputClass"
Identifier "Keyboard Defaults"
MatchIsKeyboard "yes"
Option "XkbModel" "pc104"
Option "XkbLayout" "fr"

(replace fr by layout you need, it, I think)
