[Voyage-linux] SDK and dnsmasq.more.conf

hi

i am trying to build my customized voyage image and i am using the SDK. 
i was trying to modify the /etc/dnsmasq.more.conf file and had a long 
time to find out that it is written by the voyage-util package and NOT 
by the debian live system.

it looks like it was some time ago written by the
  chroot_local-hooks/043-setup_etc
script, but now it is commented out in the script. before i go and 
change the script to delete the dnsmasq.more.conf provided by the 
package, i would be interested to know why it is changed that way? 
perhaps there is a reason that i don't see?
