Technicalls, you just need something mplayer can render its graphics on.
This may be X11/Xorg or svgalib.
No need to start up a desktop environment, especially not if you just
want to have mplayer output fullscreen and no other applications.
I use mythtv in a mode like that with Xorg to watch TV: The mythtv-user
says 'startx' and the .xsession for mythtv just starts mythfrontend. In
this case init actually does the job of starting for the machine to just
come up like you would expect a TV: as a TV.
If Xorg is already to big, use svgalib-output instead:

More info you find by searching e.g. google for "mplayer without x",
there are quite a few other possibilities.
