aptitude full-upgrade will just upgrade the installed packages to
their most recent version (of the current release).

Although I could not find the "official" voyage-linux documentation to
upgrade the distribution I would point you to the official Debian
documentation on upgrading the distribution first to get an idea what
needs to be done:

(Voyage-Linux 0.8 is based on Debian/squeeze whereas 0.9 is based on
Debian/wheezy).

I would also assume that you need to change the deb-line of the
voyage-repository from 0.8 to 0.9 like before performing the upgrade:

deb http://<mirror URL>/dists/0.9 ./
