I think you are trying to build voyage from scratch?  You need to run debootstrap.voyage.sh that 
debootstrap.voyage.sh requires debootstrap.  The best way to build voyage is to run this script on a 
Debian Sarge system.  If you look into the scripts you can found that it heavily uses chroot to 
bootstrap a small debian disto.  The hosting machine is a Debian Woody, but I host Debian Sarge on 
it under uml to build voyage.
