I did spend some further time on this, and found that the troublesome
file (z25_persistent-net.rules) is actually produced by the file
/etc/udev/rules.d/z45_persistent-net-generator.rules. I would favour
simply removing this (z45) file, either from the voyage distribution, or
at the time we copy files to the flash image. IMHO, this Debian/Etch
"Feature" is poorly thought-out, and it's removal shouldn't cause any
hardship to Voyage users.
