[Voyage-linux] Moving forward and preparing 0.3 release

Hi Edwin

I am now testing voyage-current.  And run this command on a fresh 
install voyage:

    apt-get install dialog apt-utils

It should magically solve locale and readline complain.  Since this does 
not affect the package installation, they will not be added to voyage.  
This known isue will be documented in README.  What do you think?
