You might want to check the documentation on the card.  The ubiquity SR2 cards are 400mw but due to driver support you can't set the card to run at 400mw.  Do you set the card at something like 8dBm below the power you want and the card will add 8dBm to it.  The ALFA may do something similar.

I have a miniPCI with 600 mW power but I think that Voyage has a limit power in terms of the powers limits contries.
Someone knows  how to change the contrycodes and region?
 
This miniPCI is an ALFA a/bg and I want to cast with mode a ( 5.7 ghz). With "iwconfig" says that only sets out 15 dbm
