12V/1A is exactly 12W

Yes 1.3A but from which voltage? P = U x I , 0.6W = 1.3A * ~0.5V :).
But more serious, its not problem with continuous power, but with
power peaks, which resets the card.

I hope, that power from 3.3V on miniPCI may be about that 3A
from 12V/1A (it depends on efficiency of SMPS.
