Look from the point of userfriendlyness to that issue then the only answer is: 
yes the package must be installed.

If you are such an expert then you can remove all packages you don't need 
(including all videodrivers). And may be someone is not using a network card, 
then it shoul be consider to remove this drivers also... (wasted space)
