We are talking about additionally installed packages that need to be
upgraded and need to be configured when installing.

Obviously there is a difference if you want to run an embedded linux
doing 'something' and running a desktop-like machine for any/specific
graphical/console applications.
In my case it is openvpn-servers/clients, redundant firewalls,
printer/scanner gateways. No graphic fuzz needed there, no console,
either, attaching a monitor to make use of a correct keyboard would not
even be possible.
I am aware there is use for small boxes with VGA and keyboards attached
and I'd suggest to have that done in an addon, like we have Voyage MPD
and Voyage One. Voyage Linux is called 'the basic version'. That's done
for a reason I'd assume.

Basic video textconsole drivers are included inside the kernel, as well
as network cards, no need to configure/deconfigure/remove leftover
confiog files. I don't remember seeing Xorg in a default voyage
install and I would indeed not be happy to see it installed by default.
