Can you check pppoe and mtu / fragmentation issues?
Maybe adjust tcp mss, with something like
iptables -A FORWARD -o eth2.10 -p tcp --tcp-flags SYN,RST SYN -j TCPMSS --clamp-mss-to-pmtu
(check with tcpdump before make conclusions)
